From the website of the Philippine Overseas Labour Office in Dubai, here is a guide as to applying for an OEC:
The following may apply for an OEC:
1. An OWWA member with expired membership or a first time OWWA applicant, where the following forms need to be accomplished:

2. OWWA member with valid unexpired membership, accomplish item 1.a above (Apply for an appointment online, click here: bmonline.ph) and print three (3) copies of OEC BM On-Line appointment form.
3. A Household Service Worker, accomplish item 1.a above (Apply for an appointment online, click here: bmonline.ph) and submit the additional documents below:
Additional requirements for Balik-Mangagawa, Household Service Worker or Housemaid:
1. Immigration Contract (original) of the worker with two (2) xerox copies; Additional requirements for Balik-Mangagawa, Household Service Worker or Housemaid:
2. Original passport of the worker
3. Passport copy of the sponsor and the worker - two (2) xerox copies;
4. Residence Visa copy of the worker - two (2) xerox copies;
5. If the sponsor is non local, she should include two (2) sposnor's residence visa copy 6.
Download the two forms below and to be filled up by the sponsor and sign
a. Information Sheet of the Employer
b. Undertaking of the Employer for the Employment of a Household Service Worker (HSW)

OWWA Membership : 92.00 Dirhams

Notes:Applicant must present three (3) copies of OEC BM On-Line appointment form and confirmed round trip plane ticket to POLO Dubai reception.
